Why:  Bringing our troops home from Afghanistan is one aspect of a major withdrawal of US presence in the region.  US Military leaders needed to transition defense services to their counterparts – both the operations and supporting infrastructure.  To promote stability and security in the region, the transition of services and responsibility needs to well planned and systematically executed.

What: Enabled US Military Procurement and Operations functions to assess the effectiveness of their host nation acquisition activities within the Logistics Civil Augmentation Program (LOGCAP) and other mechanisms for procuring support and sustainment. Technical Assent facilitated a common approach between the CENTCOM Joint Theater Support Contracting Command and US Forces – Afghanistan, highlighting areas where services could be replaced with local national firms by integrating vendor geography, assessments of vendor capability, intelligence vetting, and vendor past performance.
